Help Acer Liquid always busy when calls come in.

I bought my husband an Acer Liquid z220, Whenever someone calls they get a voice saying that the line is busy (Or words to that effect) I have gone through all the settings and even restored to factory setting but nothing has worked.
Any help would be greatly appreciated.
