A friend I know switched from verizon to Straight Talk because his bill with Verizon got too high. I think he still owes money on the verizon account. He has a Samsung Note 4. He wants to sell it to me as I also have verizon. If I was to purchase his phone from him, would I be able to use it on Verizons network without having to pay his bill?

Nope.
If the phone and/or associated account has not been paid for, in full, by him then Verizon will blacklist it. His account would have had to have been up to date and in good standing and the phone paid off. If that's not the case that phone will not be able to be activated.

why can't you just pop your personal LTE SIM card into it like i did when i bought my G3?
