(advice needed) Easy to use and reasonable price mobile phone

I am living in the Netherlands and soon will move to Germany.
Was wondering if someone can give me advice regarding which mobile phone should I buy my mother so she can skype me from mobile phone.

This is the criteria:

Skype works on Gingerbread (I've used it). And you don't give your mother enough credit. My wife is over 60 and she has no problem with her phone. (I've been in the business for years, so I'm not a fair comparison.) She converted from a feature phone 2-1/2 months ago, and wouldn't give up her Note 3 for anything.

4.0 OS. 4.7 inch screen, reasonable RAM is out of the cheap category. But you can run Skype on cheap, if that's all she needs. (I ran it on a Samsung Precedent. If it runs on that it'll run on almost anything.)
