I attempted to send a report to android-wifi tether team, issue 559, and the team there responded with this answer.
Please get the answers to me on this thread and I will add this response to issue 559 ASAP. I cannot answer these questions.

What we need:
How to load the wifi-module? Does this work?
insmod /lib/modules/wireless.ko
How to load the firmware-file and which one needs to be loaded?
