android 4.3 on galaxy note 2 asks which sim service!

I am having problems with my note 2. I have only had it for a couple of weeks and it immediately downloaded 4.3 so I don't know what it was like before!
The annoying thing is every time I turn the phone on from complete shut off it asks me to choose which sim service I want t mobile or virgin ( I'm in the UK) I can select cancel or ok. I have to choose I cannot ignore it.
It makes no difference which I select, the phone always shows as being with t mobile which is my provider.
Can anyone tell me if this is normal? It's really annoying! Any help would be much appreciated, I've already done a complete factory reset and that made no difference.

It's new, so it's under warranty. Bring it into TMobile and ask them to reflash it (back to 4.2 if necessary) or fix it or exchange it. This isn't normal behavior.
