Android and TCP/IP communication

    So basically I'm working on a project with Arduino that entails a WiFly module connected to an arduino mega... which is basically like a wireless card for a microcontroller. I'm hoping to be able to use the wifi tethering app to connect the WiFly device to and then be able to establish a TCP/IP connection from my home network and send commands and receive data. this will allow me to control a surveillance vehicle that is located miles away as long as the cell phone has coverage and my laptop is connected to the internet.

    im pretty sure that my cell phone alone has a private ip address and i'm just curious if something like this is even possible. any feedback/advice/etc. would be greatly appreciated as I am kind of new to the whole android world. thanks.

    just to add i'm working with a rooted samsung captivate running android 2.2
