Apps Android app templates?

Hi guys

Just wondering if there is such a thing as android app templates? I am looking into creating an app for my brothers website, which has a library of streaming videos. But I am not up to speed with writing programs. So would be ideal to have an app template to modify to suit my bro's requirements.
