Need more information to help. Do you have any working internet connection? What error messages do you see, if any? Are you trying to install apps or only download them? What sources are you using - Play Store, Amazon or others? Any such information will help us to help you.
That sounds familiar. I've been able to clear that up by clearing data on download manager. Goto Settings | Apps | All | Download Manager and you should see the button in there to clear data. You may need to clear data in Play as well.
similar to the steps for download manager. Settings | Apps | All | Google Play Store and clear data in there. I will more than likely need to accept the Play tos again as well but you won't lose any apps or purchased apps.
