Alcatel Raven model A574BL using Safelink service, limited monthly data has probably run out, no way to know. Cannot connect to the Play store.

Want to STOP camera from "counting down" to take a picture. I want ONE CLICK picture function.

Trying now to replace the default Camera app.
Used Windows 7 PC to go to app store online, downloaded "Open Camera", connected phone to PC with cable,
but it is INVISIBLE--- No App anywhere for Open Camera.
It shows up nowhere on phone or computer.

By 'downloaded' do you mean installed? When visiting an app's Play Store page via web browser, you can choose 'install' (and then specify which of your Android devices to install it on); I'm not aware of a 'download' choice.

If you do mean that you picked install, and which device, the app will automatically be installed on that device, usually within moments. But:
This is likely the problem. When your device once again gets an Internet connection, the app will install on it.

You can go to My Android Apps on Play and view your apps; they're sorted by newest first. You should see the 'missing' app there and be able to check its status. It may show something like 'pending download.' If it's not there...let us know!

I assume you have no access to WiFi, since otherwise that would address the "no data left" issue.

As Moody says, when you click "install" on the Play Store website that will initiate a remote install to the phone via the phone's internet connection. If the phone is not connected to the internet nothing will happen, and connecting the phone to the PC via USB will not connect the phone to the internet.

But have you checked the settings of your phone's camera app (which BTW will probably be the default Alcatel camera app rather than a default Android camera app). I find it really unlikely that anyone would design a camera app that always has a countdown (especially the main camera, but probably not even the selfie camera - I've certainly never met such a thing), so I'd guess that there is something in that app's settings that would change this behaviour.
