Help android is upgrading.. start applications??

Hi, can anyone tell me is the msg android is upgrading.. start applications is normal to show eveytime i restart my phone?

im pretty certain i never got it on android 2.3.4, and even after i upgraded to 4.0.3 i can't remember seeing it.

the only thing different i have done recently is rooted my phone (for the first time ever), i did remove some system apps that i didnt want, not sure if that could be why, or is it normal for this msg to show on every book after you root?

i just cant ever remember seeing it prior to rooting.
