    If the device is reasonably new, yes, you will be able to update it. If to doesn't ask you to automatically go to settings>system updates>check for new version/software

    That 4.2 appears to just be the model, not the version though. I think it'll do fine.

    That definitely states "Android 4.2 ice cream sandwich", with a cheap little dual-core CPU. I'd say it's very old stock, probably about 4-5 years. And not upgradeable at all, with it being cheapo from an unknown manufacturer.

    I don't think anyone even makes Android netbooks anymore. Can buy new tablets with optional keyboards, or use Bluetooth keyboard.
