You can install Oreo Developer preview on Lillipop .

Android O Developer Preview is only available for the Nexus 5X, Nexus 6P, Nexus Player, Pixel, Pixel XL and Pixel C.

If you have the source code, a set of compatible drivers for your device, know how to set up the build environment and put together a ROM to go with it then sure, it's possible. Don't underestimate how much work it is if you haven't done it before.

However, that page looks like a set of binaries for those specific devices. I don't think there's any chance without the source code.
