Is their any procedure to update android 2.2 without use of internet,via software?

How to update your android installation depends on which device you have. If you do not/cannot do an OTA update then you will need a PC + usb lead. The PC will need internet access to download the required files for installation. The files are specific to each device

I suggest that you register on the forums and post your question again in the forum for your particular device, giving as much information about it as you can.
