so if they are doing some billing platform, why would they initially say it was a mistake? I refuse to believe they didn't know about a major billing process and claim initially it was a mistake.that makes no sense at all.

I agree. I'm not one to really care about access to certain phone functions, but this one was concerning. Didn't bother updating. In fact, I might remove it all together.
If you didn't read them, go to the comments page in the Market. There were tons of very unhappy "Angry users".
Glad to see they took that off. Good for them.
