Anyway to program 4G Phone!!!!

I have a extra LG Lucid2 4G. I was wondering if there is anyway to program them to activate them to run on a 3G network only with a Carrier like Page Plus. I have a disabled friend that can not afford 4G Service like Verizon. I love to give him the phone but he neggs $40.00 or 50.00 a month service. He is in Phoniex Arizona. any ideas sort of like a Chartable Christmas gift?

Im not too sure how US phones work but wont a 4g phone be able to just use 3g?

I understand that 4G has a completely different Sim?
