    Hello there!
    Welcome to AF! :)
Hmm, just curious, are apps from the PlayStore installed without issue?
Is the app you are trying to install compatible with your device?
Are the apps you are trying to install from the same site, or different sites?

Do you download the apk's via your device, and try to install them that way?
What about downloading them to your computer, transferring them to your device, and installing them....maybe that will work?
Just please be careful about installing apps outside of known sources k? I'm sure you know that, but just checking ;)

Yeah download them from phone. Have Lookout app installed and that normally scans the apk to make sure it's safe. Don't have computer so can't do it that way

Ah, ok.....so the Lookout app is the one giving you issues about the, "unable to scan apk" bit?
Not sure what else to do except disable the Lookout app and try to install the apk. But then that kinda defeats the peace-of-mind about the apk eh?

Well it must have been Lookout. I uninstalled the app, downloaded the apk's I wanted, re-installed Lookout and all is good. Thanks for your help

Never had this problem but always make sure the app files are downloaded completely and it's permitted to be installed. Rebooting the phone/tablet may help.
