When downloading Apps and ask to accept the permissions of hardware controls IE.. camera or recorder, is the app asking for permission to take pictures without your knowledge?

The permission of hardware controls is usually so you can initiate a picture taking from the app itself. Usually the apps never take pictures without your interaction. But you must read the reviews and make sure you can trust the app, with every single download.
