I'm looking for an app with a widget that will allow me to have 100% brightness at the touch.

You can also do something similar with Extended Controls (paid app) and customise a widget to increase the brightness to 100% with one touch or even set your own custom steps.
I use Brightness Widget - Backlight! for that very purpose. You can have multiple levels, but I just use two; 25% almost all the time and 100% in sunlight.

Do any of them put like a widget/toggle in the notification area? That would be pretty handy i think :thumbup:
Aren't you on aosp? You can put a toggle in the quick settings
I know bro. plus the statusbar swipe to adjust brightness. I was just thinkin about it from normal peoples perspective lol

I used to use an app that had a shortcut in the notification area, but you had to swipe for brightness.
Edit: also, if you're looking for much more customisation, I heartily recommend Extended Controls, but I'm glad you found the app you were looking for.
Just in case: You are aware of the stock power widget, right? It's two taps to get full brightness, the first one goes to medium, but you probably already have it. (It's possible that I'm wrong about this and it was just stock on devices I've seen.)
yeah i think(?) My s3 had that toggle on Touchwiz mate.. maybe on ICS TW.. :thumbup:
