Better to ask in the Application Development forum here. And at the moment the question is very broad, so you can only expect very general answers. If you want something specific you'll need to tell people what exactly you want help with.

Well if it's chat as in online chat, you need to be able to cough up cash for servers first though.

Its just a normal SMS app like the ones that usually come as a default app for sending and receiving (off line).

I'm guessing there's tons of example code and tutorials "out there"...I can't recommend one specifically since I haven't tried coding an app like you're asking about.
