Help application management problem

This part in the settings menu always freezes when it loads for me...
I get an error:
"the application settings (proces com.android.settings) has stopped unexpectedly. Please try again."

This wanst' at first. Yesterday I downloaded an app from the market wich I didn't like and wanted to remove it this way, thats when I noticed it.
Can I try something else then a hard reset? (I already turned the phone of and on again)

I solved it, I started uninstalling every app I installed last
An app called locale is what caused it...
