Apps can appear on top are not actually appearing

My Facebook messenger and also another app I have won't appear over other apps. I have already checked all the permissions and they are turned on to be allowed to appear on top but are not showing up. Have reset all app permissions and re allowed it and still no luck. The apps show up in my notification bar as being open e.g.. "you have 2 chat heads open" But it isn't actually there.

Do uninstalling and reinstalling the apps fix the issue?

I already tried this, it doesn't seem to be the apps that are the issue as it's more than one app
