Especially if nothing is in the folder, it should be safe to delete. My guess is it's left over from an app or something that's been uninstalled. I find rogue folders on my sd card all the time from previous apps, etc...

Whatever made the folder can make it again if need be. If it's empty, you won't be deleting any data.
