How do I project whatever's on the screen to the TV? The set is a Vizio, about 8 years old, and the phone would be a ZTE, either Z987 or Z813.

Does the TV have HDMI input, or is it analog S-video, composite or RGB? Because that will decide what you need to use. An eight year old TV, it may or may not have a digital HDMI input, which would make things easier and cheaper
