There are many apps that can block calls, you can look through these apps for the features you want:
    https://play.google.com/store/search?q=call blocker&c=apps

Some carriers will let you block calls at the network level, for example:

Sprint - you can send a text to 9999 with the message "block <number>" which would look like:
    block 1234567890
Sprint also has account options to block numbers:

Verizon Wireless for example lets you but it resets every 90 days:

    Verizon spam blocking: https://wbillpay.verizonwireless.com/vzw/nos/uc/uc_spam_control.jsp

Contact your carrier and check if they offer call blocking services.

    Hi

If your phone's dialer does not have an "auto reject" or "block caller" setting, you could install "Truecaller" from Playstore, which certainly can do this.

Yes, and what Kate said! ^^
