Bluetooth scans every time I use the shortcut

Hope someone can help me. I'm coming from an HTC so I'm not familiar with Samsung and don't know if you can turn this off. Every time I turn Bluetooth on in order to connect to my earpiece or my motorcycle headset, it brings up a list of paired devices and starts scanning for new devices. None of my old phones did this unless I opened it up in the settings and requested a scan. It does this from the quicklaunch button from the pulldown screen. I just want it to turn Bluetooth on and connect to my device and not scan for new devices unless I request it from the settings. Is that possible?
