Bluetooth works once per ROM reimage

I have a Zumo 665 GPS and a Moto Droid 3. If I re-image the phone with most ROMs (currently Maverick V3.5) I can get one working connection. THe address book syncs, and I can make calls through the GPS. But after rebooting either device the connection is doomed to never work again.

After a reimage of the ROM the bluetooth will make one good connection again. Rebooting either device does not resolve the issue. And preforming a master reset on the GPS does not resolve the issue.

On the phone it recieves the connection attempt, prompts for password, prompts for address book access, then nothing. The triangles on the sides of the Bluetooth logo vanish and it says "Pared but not connected".

    Selecting connect does nothing.

I suspect there is a file or config created with every new connection somewhere that is gumming up the works, anyone know where this file may be?

TLDR: Reformatting will allow one successful Bluetooth connection, all future attempts fail, requiring a reformat of the phone.
