It would be nice if some made something like that. Like an app. I think its pretty simple to make

This flashlight app works best for me.it has a time, flash, and can run in the background on any app.

That's a good flashlight app if you're running stick but the led flashlight on Google play is just as bright and has a widget...there is no comparison...

And I use it in the background all the time with the camera for video or with my fast burst camera

I've found that the brightest setting on RootDim is the brightest flashlight for me. Plus you can run it as shortcuts instead of widgets running in the background.

Rootdim is the brighter if the options it's true but I still prefer the led flashlight widget... but to each there own

Lol for that matter you can set the brightness to whatever you want through scripts and have a shortcut with smanager/smwidgets
