On my MOTO X the camera works fine for stills but will not take video. I've tried this with the stock KitKat camera as well as one other camera.

I had an identical issue where the camera application would work fine when taking normal photos, but force-close when attempting to record video. It was related to another application conflicting with the audio API, which I assume has to do with our always listening feature.

I detailed my experience in post #4, here, edit 3.

BTW, to start your device in safe mode, hold the power button to bring up the power prompt, then hold "power off" until you see the prompt to restart in safe mode. If the camera works there, it becomes a process of tracking down the problem-app.

Check to see if you have the gallery or any official app disabled. I had gallery disabled once because I use a different one and it caused all kinds of problems with the camera. So now I just use both. If you disable any apps, try enabling them all and gradually disabling them testing the video camera. I have never had an issue since then. I hope you found a solution.

For some unknown reason it started working again on its own.
No idea why since nothing changed in the environment.
