Ghostface504, first, welcome to Android Forums! And, as I suggested privately, providing some details will help us help you! :)

Please tell us which device you're using, which app causes the error message, which Android version you're on, and if this problem started recently, or was it always like that?

Have you tried just restarting your phone to see if that problem is still occurring?
Or try restarting your phone in its Safe Mode and see if that makes any difference.

If you are still seeing that message while running in Safe Mode, try going into your Settings >> Apps menu, find and open the Camera app entry, tap on Force stop, then find and tap on Clear data.

If you're still having problems after following @svim's excellent advice, let's try a different approach: verify that your hardware works.

Go to the Play Store and do a search for 'camera.' Just pick any of the camera apps that show up. Install the app; try running it. If that works, try taking some pics.

You might want to reboot first. You might also want to try this in safe mode.

    Report your results!

Ok, what specifically is "safe mode" ? I tried other camera apps and force stopping and clearing cache. None of that fixed the error. Would rooting the phone help?

There are instructions on how to start up into Safe Mode here:
    https://www.hardreset.info/devices/zte/zte-blade-vantage/safe-mode/
When running in Safe Mode only the base Android operating system gets loaded into memory. No third-party apps or services get autoloaded, they all need to be manually started by you. Presumably some app you've installed is the cause of that error message. When in Safe Mode it shouldn't occur. But you do need to try it to confirm that's what is happening, and then you still need to determine just which app is the culprit. Look for any app you've added that has is in some way requiring the camera in its Permissions.

you have to continue to hold the power button after selecting the power off option appears. only release the power button until you see the safe mode option.

no sorry if you miss understood. i know these power button combination can be confusing. hold the power button until you see the option to power off. release the button to select power off and as it is powering down immediately hold the power button again until the safe mode option appears.

If you're just pressing on the Power button, try pressing on it but continue holding it down instead.

:D I got to safe mode successfully finally. I had to hold the power off on the screen down not just the button. I was misunderstanding y'all. Newbie! Lol. Bad news is that still didn't fix the camera. I don't think it can be fixed honestly.

Well is you can't get this problem fixed think about @MoodyBlues suggestion and opt for a third-party camera app. I'll suggest you install the Open Camera app:
    https://play.google.com/store/apps/details?id=net.sourceforge.opencamera&hl=en_US
It's an Open Source project so no ties to any business interests, no ads, and most importantly, it has a lot of features with an extensive Settings menu. Be sure to go into the app's Settings to take advantage of this.

You might also want to go into your Settings >> App menu and use the Disable button for the default Camera app. Then you won't have two apps running concurrently that do the same function. (Disabling the default Camera app might also reveal what app/process is causing that error message in the event some other message pops up complaining about not being able to access what it needs.)

I followed your instructions and this is what the camera app showing. Can a hidden spyware app be the problem? I heard people can tape into your phone through the camera. Screenshot_20200517-081332.png Screenshot_20200517-081332.png

if it was spyware or hidden camera app, your camera should have worked in safe mode. safe mode prevents 3rd party apps from running.....so it is not that. have you tried a factory reset? or better yet a hard reset? if you do a hard reset you will need your google account info otherwise you will trip FRP (factory reset protection) and you will not be able to get into your phone.....so make sure you have the correct info.

I did a factory reset. But not a hard reset. I know my Google info, but scared of them hard resets. I really just think that camera broke.
