I'm not seeing anything listed on any of my preferred app sources (Play Store, Amazon, GetJar). Web searching didn't turn up anything useful. Did you install this, and was it from a reasonably safe source?

If the answer is no, I'd uninstall it. Seems kind of suspicious to me.

Don't think its an app it has the android logo as an icon.. Its say in the default access part com.sec.android.sns.permission.READ_SNSDB
But it has nothing in the file says 0.0kbs.. i did not install it but am curious as 2 its purpose

SNS permission makes me think its a small file for Social Network Systems. Facebook, Twitter integration and stuff like that.

So why does it have access 2 more than i seem 2 be able 2 do on my uphone.. It even have permission 2 bypass lock screen.. and the other day my phone was goin flat really quick.. not saying it has anything 2do with this program/app/file but i feel there is way 2 many back doors used n it seems anyone can hide anything in a seemingly legit app.. N if this data create file is preemptive installed on phone who can use it 2 create data so 2 speak If i can't access it myself.. or am i just missing the bigger picture n just don't fully understand my android system yet..

Some SNS apps allow over the lockscreen notifications. But really i can't say yet.

Are you rooted? If you aren't, see if you can uninstall it. If its not possible, then its a system app and there's nothing to worry about.

And if you think you don't understand Android, then most likely you don't. :)

I'm actually wondering if it's a carrier installed network monitoring system.

What phone do you have? I just checked my phone (bought straight from Samsung concept store, so its vanilla Samsung, no carrier preinstalled BS), and I don't have that app.
