Help Can I disable "Your device has X% battery power...."

Since I updated, when I'm under 15%, i get a status bar notification "your device has X% battery power remaining. Connect your device to a charger. " that pops up for EVERY single percentage drop. It distracts me and makes me think I'm getting a text. Can i disable this without rooting? I'm assuming no. What the hell were they thinking with this feature if anything it just wastes more battery.

I should also mention the power saving mode is set to 5% not 15% and that seems to be the only thing I can change, which does not solve my problem. I didn't even update on purpose... pocket update
