Much like a launcher app, I was wondering if it were possible to steal the phone specific is from another phone. And if so, could it be from a carrier different than my own?

People port firmware from one phone to another all the time. But it's far more complicated to do that taking an app from another phone.

What are you looking for, specifically?

Are you referring to OS or UI? Launcher apps typically replace UI, and not OS.

A UI is what i was talking about. Thanks. I didn't really know how to describe it. How would I go about this?

    This and that.

    Hi.

You can extract the framework-res and edit it with icons from another but you will need to know adb.
