Help Can someone in clear language explain what OFF PEAK hours are?

I see this setting on my phone and plenty of posts in the forum. But no one clearly explains what the hell this is. So if I set my off peak hours from 2am to 7am, does that mean it won't load my email? Or just every x minutes?

If you tap the info icon to the right of Nighttime saver, you'll find out what off-peak is.

Stops syncing data after 15 minute of inactivity during off-peak...

Turning off sync means no data (so no email). The key word is "inactivity". I use Maximum battery saver, but have 1 gmail + 3 email + 1 exchange email account and I still get emails in the middle of the night. (I see the email led flashing when I get my antivirus update email at 2 a.m.)
