Help can we download application intp pc then install to mob

i am having a issue here.i am using samsung i7500 .Since my gprs provider charge me more for online downloads.. i cannot go further for downloading andriod apps.
can i download andriod apps online thru pc and install it to my phone.?
please reply guys

first of all, wrong forum, this is the samsung moment forum.

you can install apps to your phone without market. just make sure you have the apk saved to sdcard and unknown sources checked in application settings.
