General Can you root/unlock phone that is not on service plan?

    Question,

    Can you unlock and root a galaxy nexus that is not currently active on a verizon service plan? I am buying a nexus that a friend no longer needs and was going to practice rooting on it before i try it on my nexus. will this work as long as i can use the wifi?

    Yeah it'll work fine.

    BTW, when starting up the phone for the first time after a complete wipe, you'll get the activation screen. Hit all 4 corners in a clockwise (maybe It's CCW???) motion and it will bypass activation.
