Can you un-install default built in apps like the dialer app, and use other built in apps from other android devices, like a different dialer app etc ?

You would most likely need to be rooted to uninstall any pre-installed apps - especially something like the dialer. Without rooting you can install a third party dialer, but a pre-installed dialer pulled from another phone is unlikely to work, especially if the other phone has a manufacturers skin, as the dialer would be dependent on other components from the original phone.
