Apps Cannot unlock Nexus 10 for root privileges

    Hello,
    I Have a Samsung Nexus 10 tablet, Android Version 4.2.1. I am writing an application that will require a pre populated SQL Light database. I am trying to find a way to copy this database from my Windows machine to the /data/data/<application package name>/database directory. I do not seem to have permission to view this directory through the Windows File Explorer or with an Android File Manager with a root add on (When I try to see the data directories it wants me to purchase an app).
    I can plug the tablet into my Windows 7 desktop and see folders with read permissions. I have what I believe are the correct drivers to do android development (Android Composite ABD Interface, and the most up to date Windows Driver). Whenever I try to update them I am told they are the latest.
    I am using the latest version of the Eclipse based Android Development Tools Suite. Using the Android Debug Bridge I have tried to shell into the tablet (
