Cant deactivate a malware app which is activated as a device administrator even on safe mode

i have viewed some debates on the same.. and i tried to deactivate the malware app on safe mode.. first it was not allowing me to open settings.. after a while settings opened and i pressed deactivate app.. then my phone became blank ( black)...and after sometime it was displaying the icons but app was not deactivated.. plzz help.. im really sick of the problem..

Well have you tried Malwarebytes?
Try it:

And if that don't work I would try re-flashing stock firmware:
