You are doing it wrong and the bootloader is locked hence why you can't use TWRP.

then please explain how to unlock my bootloader. i unlocked developer tools and made sure OEM unlock was turned on.... what else is there?

You have to actually unlock the boot loader yourself. The Oem unlock in developer settings is misleading.

Also the Build you are using can't be unlocked.

is there no way to root this device?

Not with the build you are using. You would need to find the original firmware for the phone and re flash jt.
