Define "can't send". Are you getting any error messages? Did you set the account up manually or did you let the phone set it up automatically?
Check your outgoing (SMTP) settings in the Settings part of the email program. They should be:
SMTP server address: smtp.live.com
SMTP user name: Your complete Windows Live Hotmail email address ("me@live.com" for instance)
SMTP password: Your Windows Live Hotmail password
SMTP port: 587
SMTP TLS/SSL required: yes
