Root Can't Unlock Bootloader

So, I have everything setup, but my problem is Windows 8.1 Pro isn't compatible with the correct drivers, even though HTC Sync is installed and Device Manager claims that the phone has the best possible drivers and won't let me install any other drivers. Upon booting inot recover and then into fastboot via the phone, Windows can't recognize the phone, so it won't connect so I can use a cmd to unlock the bootloader. Is there anything you guys can do?

Windows 8 has been known for it's problems. I would either suggest running maybe windows 7 or simply using linux like Ubuntu for example. Though, if you were to ask which one I would prefer, I would tell you linux ;-).
