Help Can't use 'phone storage'

My Gionee P6 says I have used up most of my 'internal storage' which is a mere 1.7Gb while I still have about 3.6Gb 'phone storage'. Apps are installed in the' internal storage' and 'phone storage' is almost unusable even by file storage apps unless I move files by a PC. Apps take up most of the space and I have no idea how to move them to 'phone storage' even with PC and file apps need help.
