catalog mobile app without Internet connection

I'm looking for a catalog mobile app (Iphone/Ipad/Android) to browse my company products without Internet connection. I have been searching and searching. But I can't find the app with feature like order processing?

1) Without a connection, order processing won't be live.

2) What format is the catalog in? That will determine what app you use to read it. (If you're talking about a catalog on a website, you can't read a website when you're not connected to the internet.) If the company can produce the catalog in a pdf file, any app that can read pdf files will do.
