Help CBSN: shud it use data when I have Wi-fi source?

I was just at a fast food. I was watching CBSN connected to their wifi. I appears to me that some data was used. Should that be so with wi-fi connected. Does Android have a wi-fi assist that can be turned off? Thanks very much for any suggestions! Jack ":-Dx
