If I use the HTC dev site to unlock the bootloader, does that mean the phone has been rooted, or are there other steps to get full root?

all this means is that your phone is unlocked. you need to flash a custom recovery and superuser to gain full root.

In assuming that non of the old one click root apps work on the 3D (z4root).

no, and with 1.5 hboot revolutionary will not work either
