Is there a way to change the carrier banner without rooting?

Actually, that's not strictly true. You could flash the Gingerbread RUU (Rom Upgrade Utility) that HTC have released, and that will remove all carrier branding as part of the upgrade. As this has been released by HTC is has the advantage that it will not invalidate your warranty - but best check with your carrier to see what their view is on this, some have been a bit funny about it I think.

Basically, the only way to remove the carrier logo is to change the ROM. The only way to do this is by Rooting and flashing a custom ROM or making a Goldcard and flashing an unbranded RUU.

If you want to consider either of these routes do some reading first.

For the HTC RUU, read this: http://androidforums.com/htc-desire/272473-htc-desire-upgrade-gingerbread-2-3-a.html

If you want to think about rooting or flashing a generic RUU, read and re-read the FAQ's in the rooting subforum, and post if you have any questions before you start.

Both these methods will wipe all data.

Edit: Darn, beat to the punch again.
