How can that be? If you cannot charge your phone, how is it not covered?
My old phone had this issue... and I had that very argument with them, that the CHARGING of the phone was ESSENTIAL to it's function and without a proper connection it was in FACT defective and BROKEN... they wouldn't give me a new cable... so I said fine, the phone don't work correctly so I want it replaced. Can you imagine, they replaced the phone(no cost to me replacement mind you) but not the cable... lol, then the manager is complaining to me what it costs them to replace the phone... hahaha, I just looked at him like the moron he was, laughed... Then for $20 went to Radioshack and bought one of those common chargers with the different heads... anyway, it all worked out for me.
So, unless you have another Hero to check if in fact it is the CORD and not the phone itself, how do you know? Follow me here... I'm not arguing with you

So I would bring it to Sprint and have them check it, if they say the phone is fine, disagree, tell them it won't charge. Bring the cord with you, but don't give it to them with the initial phone check... Then, if they refuse to replace the cord after you offer it to them to check WITH the phone, then INSIST on them replacing the phone! Get Corporate involved if you have too (accelerate complaint/issue) but don't take no for an answer. Be nice, but firm!!!
