Well i have this samsung galaxy s4 and i put it in the charger and it began to lose charge while charging. then i turned it off and it charged a bit but very slowly. i checked the battery health and it says its good. Now its not losing or gaining charge. i tried using a similar charging it didnt work either. but the battery is fine so whats wrong.

The charger isn't an external supply, it's a charger. The phone uses as much as (or a little more than, depending on what it's doing) more current than a USB 2.0 port can supply to charge the battery. Turn it off and give it a 24 hour charge to start with. In the future charge it, turned off, until it's fully charged. (A quick press on the power button will show you the battery charge.)
