It's not an app you need, the phone needs USB Host support, and I am only aware of 2 phones that have this function, and they both require root to use it.

I've seen this clip on Youtube. You do need USB Host support, but this phone was definitely not rooted.

Instead try connecting Bluetooth mouse and keyboard to Android phone. That will be awesome and something practically possible for most Android devices as they are all Bluetooth enabled.

There are two excellent reasons why one might not go with bluetooth.
The first reason is, bluetooth requires a lot of batteries. (for a phone). Having it on is a real drain on your life.
The second reason why bluetooth might not be looked at is security. Bluetooth is about as easy to crack into as, a password of 1 - 2 - 3 - 4. Last I checked it takes a laptop about 15 seconds to crack into a phone. Youtube has some excellent videos on the topic.
