Is it possible, either in settings or an app, to assign rules to contacts? Specifically, I would like to have one contact be able to ring through when the phone is otherwise set to silent.

The app Latitude may be able to help you out on your issue. Not positive, since I have never used it, but it gives you a place to start.

Do you mean Locale? Latitude is a Google service that lets people see where you are. Locale is the rule-creating program. Of course, now that it's come out of beta, is $10, and is still as unpolished and unreliable as ever, I don't see any merit in it. I don't even think Locale can do what the OP wanted of it (maybe there's a plug-in for this?)

I don't mind paying for apps, but when I used Locale, I had nothing but trouble. It ate through my battery and rarely switched my location-based situations when I wanted it to. Hardly worth $10 when I can turn my phone on and silence it before going into school in about 3 seconds.
